That's not a time control, that's a handicapping scheme.

We use a handicapping system like that in a yearly internal teams (of 4) tournament. Depending on the league the teams come from time limits can differ from 30:30 minutes to 48:12 minutes. On top of that the highest two leagues only send 1/2 players, so they play 4/2 boards simultaneously. Still the lower league teams tend not to have a chance! :-)
