your problem is that you want a nice criterion (nationality) to ban someone to play (“hey, there is a better player in your country!“).

Let everybody play, and your problems vanish!

of course, maybe it is not a “represent your country”-championship, but when talking in the Net this concept is hard to manage…

As furbolero said, “let everybody play” and there is no problem. It has been done in hex, reversi and lately at streetsoccer (twice!). At hex and reversi there were countries-teams. In streetsoccer some teams were made by people from different countries. In hex too, one team was from many European countries.

but…what if there are 20 russian players

and 6 italian player…..4 brazil players

1 chilean players

who country have more posivilities?

I think it is just a matter of taste. You think the winner as a country, while some people see the winner as an individual.

Anyway, the latter point of view is easier to manage ^_

In StreetSoccer Team Tournament you can see 3 polish teams, 3 or 4 dutch teams, and so on…

If you want a criterion that makes your project impossible, there are two possibilities: don't do it (as it's impossible) or change your criteria :-)

This one sounds fun. I'm better with Go than Gomoku, but if noone else wants the slot I'll serve as America's representative. ;D
