I think that it is desirable that a player who time out without making any move do lose rating for this (after all, they did have the chance of resining and then avoid the rating loss). If that can be achieved without the winning player gaining rating points, even better.

Actually I disagree, if no moves are played the rating should stay the same as the result gives no indication whatsoever of the quality of both players.
I would motion that a player that times out is given a boolean 'HOLD' or so
which would create the following effects:
\* His rating is not considered in the rating lists (but stays the same) as long as he has not completed another rated game in that kind of game
\* He is removed from the inscription list of all tournaments (especially championships). He is still in all ongoing tournaments, and can manually regain his position in the championship.
\* He doesn't regain vacation days for some time (I would say 6 months in the current system, but I would like the vacation days system changed as well)
((e.g. Each two weeks without vacation day you regain one day with a max of 20 for non-members, members get 30 default, for paying seems reasonable))

I do agree that giving the vacation days more regularly during the year seems better than giving all of them as a block on Jan. 1st.

When creating a tournament, the actual best predictor of future performance includes the results of all past games, including forfeits. Someone who forfeited in teh past is more likely to do so again.

@Dvd Avins: although you seem correct at a first glance (there's still a question on the actual probability, i.e., should the rating exchange in this case be the same as in a played game?), the removal of all player's inscriptions would mostly (here there's the possibility of them manualy reentering the inscriptions) solve the predictioness of future events.

Inscrpitions? predictioness? I don't understand.

Inscription: the entering of a name on or as if on a list; enroll
By 'predictioness' I obviously meant predictability
