Rating Invitation

How I can invite someone to play rating game from waiting room, don't see add button on my browser?

you can't. You can add the conditions of the rated games you wish to play in the waiting room. As soon as there are people matching conditions, the games will start.

I think it is supposed to prevent you from playing rated games all day long with a second login you made, or a friend who is cooperating.

You should not be able to make rated games with specific people you want to.
