Opponent refusing to score correctly

In game #13067 my opponent eiichi ito (tazawa) is refusing to score the game correctly.
Three times I've offered the correct score, and three times he has replied by offering an obviously incorrect score in his favour

As far as I can see, he can keep doing this indefinitely, preventing the game (and the August 9x9 Monthly Cup) from coming to an end.
I have e-mailed Richard asking him what I am supposed to do about this, but I'm interested to know if this sort of thing has happened to anyone else, and if so, how it was resolved.

Update: An administrator has accepted the score on my opponent's behalf.

But I would still like to know if there have been any other incidents like this - after all, I would prefer to avoid playing anyone who does this sort of thing, if at all possible.
