Why is a Monthly Cup section not starting?

There have been 5 players waiting to start Monthly Cup play in chess for a while now. The FAQ says sections start within 10 minutes of the 5th player registering. Is the FAQ outdated in that repsect? Is there something wrong?

From time to time this happens. There is a service on the server that checks for time-outs and starts new tournaments. When this service stops no new tournaments are started and players may get negative time left in their games.

I am sure this will be solved as soon as Richard logs on....
