When a game has no moves, it's not rated. But when I make 1 move and my opponent never makes one, it is rated. I can see the merits of rating both or neither, but I think one without the other is wrong.

I suggest haveing a minimum of 2 moves made for a game to be rated.

On KGS 10 moves, I believe, have to be made before rating commences.

Before that the game can be abandoned by either person without the game appearing on their sheet

10 moves is too many. in several games, it is often easy to determine a winner in less than 10 moves, and people could just quit if they thought they were losing

I agree with tray. One move each, and then its for real.

If in a game, say GWG, after just one move from one player yuo can guess someone is winning then that sounds like a flaw with the game to me.

That means that they must have had some big advantage at the start due to the letter combination.

So if such occurrences really happen then I almost wonder whether the first player shouldn't be allowed pull out...

Happily this is definitely not the case in games like chess,go,Hex,twixt etc. You can certainly play 2 moves in all of those. (Assuming you understood the swap rule on your first move in Hex, but we can't account for everything)

In GWG, the bids count as moves, don't they?
