A bug or a rule?!

I am playing a CrazyHouse game, and my opponent promoted a queen, and I take that queen, but I only have a pawn in my token pieces, is this normal or there is a bug here??

Yes, the Wikipedia article sates this as a rule. It's also a rule in Shogi.
