Why are there no draws in 7 x 7 Dots and Boxes?

Why does a 7x7 dots and boxes game never end in a draw?

7x7 Dots and Boxes has 49 squares total that can be claimed, and no odd number can be divided equally in two (Same for 5x5, then). I don't remember if the odd-numbered Dots and Boxes games here don't allow draw offers, but if that's the case, the above reason is probably why.

New rule change starting 1st April 2025

all odd areas will have a neutral centre square, so that draws can happen
